At first I thought he was acting tough and mean, but these other comments are making me realize that in some regards he is partially a victim of circumstance in terms of how he ended up. I haven’t gotten to the part where he is fully fleshed out in the Archie Comics, so I have no idea how bad of a place Anti-Mobius is, and the extents you have to go to just to survive.
